Right-I'm talking about the choices that require an intelligence minimum of 5, maximum of 10, in addition to a charisma minimum of 5, maximum of 10.
Take an average candidate with 5 or 6 charisma, give him a speech writer, now he's at 15/16 charisma and is no longer in the valid range for those "balanced" choices, regardless of his intelligence.
Unless it's base charisma, but it wouldn't appear to be done that way. At any rate, getting said issues to appear, not to mention the TV show that asks them, is worse than trying to get a specific mega event to trigger in GCII, so it's somewhat difficult to test from here.
