For the new layer of white, you don't want it to be a shape.  Just fill the selection with white (Alt+Backspace) then do the move down/right and delete step.  At the way you have it now, you'd need to do a layer mask - Hide Selection.  BTW, this was an older way of doing this, the steps are evolved now but I don't have time to do a new tut.
