The Terran Commonwealth

aka My First AAR

Credit must be given to Aurilias for inspiring me to take on playing and writing an AAR which I never have done before (actually, I don't think I have even POSTED before on here haha). Anyhow, I hope to present my own vision of a what united Earth would be capable of, and do, in the GalCiv universe, without trampling on or rehashing over used story and plot points.

Also thanks to Brad and all the development team for making a game that I've enjoyed tinkering with so much.

*I edited the opponents where their political party matched as closely as possible their various Super Ability, ie the Drengin are controlled by the War Party, the Altarians by the Pacifists, and so on. Also, aggression levels were tweaked, with the Drengin and Yor being much more agressive and others less so, depending. I did not create any sort of advantage for the Terrans over the AI.*

With the formation of the Commonwealth, the founding members decided to place a function of the government on each inhabited continent (thus excluding Antarctica) in order to further the peace and trust between the people of Earth. The locations were voted on by a staggering 72%% of the member adult (over 18 years) population (roughly 2.74 billion people). China at the time was not willing to become a member of the Commonwealth and thus had no voting, which is why no Chinese city is among the government seats. While India was a part of the Commonwealth, its conceded its chances to a government seat due to its inability to ratify the Commonwealth Constitution and Bill of Rights in time for all its citizens to be properly counted for a vote. China and India were each later given the seats to four and three Commonwealth Cabinet departments, respectively.

*Earth does not have a planetary capital as it is the only Commonwealth world that still has semi-independent sovereign nation-states, such as the United States, Russia, China, and the EU. The Sol System has a System Capital located in Armstrong City, Luna (Earth's Moon).*

A Brief History of the Formation of the Commonwealth

The Third World War from 2056-2062 nearly spelled certain doom for many of the world's nations. Over 1.7 billion perished in the bloody conflict over scarce resources and conflicting ideologies. The major powers; the United States, the EU, Russia, China, Japan, barely escaped intact and many of the smaller nations were completely torn asunder. The United Nations had failed much like its predecessor, the League of Nations. Only the invention of a joint American-Japanese research team, led by Dr. Jon Dae Kim, brought hope and promise to the Human race...fusion power.

In July of 2063, China formally renounced its membership in the United Nations (though it had been a non-participant since a year before WWIII), and soon after another forty nations followed suit. On February 4th, 2064 the remaining Security Council members officially dissolved the United Nations. Soon afterwards, President Ian Bradholme of the United States and President Peter Korolov of the Russian Federation issued a joint statement calling for the formation of an united Earth government. Thus on August 13th, 2064, the Convention of Brisbane began and for six months delegates from over eighty nations drafted a charter and purpose for this new government.

The Charter for the United Earth Commonwealth was sent to the various participating states on Jan 27th, 2065. The United States and Russia, the most influential members, were the first to ratify on January 29th. The European Union soon followed suit on February 17th, the ratification process reached a majority vote on September 19th, 2065, and the last of the original convention members, Paraguay, ratified it on July 13th, 2066. Commonwealth Day is celebrated annually on the third Monday of every September (as all Commonwealth members use the Terran Standard Date, it is celebrated simultaneously on all member worlds, even if that date does not correspond to a third Monday in September...which makes for some interesting holiday periods on some worlds).

The invention of fusion power quickly revolutionized the world. It allowed for the creation of many other technologies, such as energy replication (for food) and demolecularization transportation for instant travel. By the mid 2070s world hunger was quickly becoming under control, if not eradicated and people were living more fulfilling lives.

China, while an expanding powerhouse since the start of the 21st century, had maintained its strict government control and had not yet joined the Commonwealth. It also had been one of the worst hit during World War III. But technology has a funny way of changing things, much like how the Internet drastically changed commerce and communication at the end of the 20th century. Since food production and energy needs were no longer an issue, it allowed for the ideal Communist state to emerge....however, ideal and maintaining power are two VERY different notions. A popular revolution overthrew the former Chinese government and the United Socialist Republic of China was announced. It maintained its communist ideology but granted much more freedom to individuals, since equality among citizens was more easily attainable. China was the last nation to join the Commonwealth, which it did on December 31st, 2079.

It was the Chinese Premier, Liu Bai, that put forth the idea of colonizing the Sol system to the Commonwealth Senate. The proposal was approved in late 2086 and the construction of the TCV-Apollo was begun for the colonization of the Moon, thereafter officially called Luna. Armstrong City was founded in 2089 and Luna became the first non-Earth member of the Commonwealth of Terran States.

From 2089, with the joining of Luna to the Commonwealth, to 2116, the Terran Commonwealth looked forward to future colonizing, such as Mars, and the Asteroid Belt, but first felt the need to deal with remaining social and economical issues from the previous war torn centuries. At 0342 EST on March 2nd, 2117 the world changed forever, a few moments later every member of the Senate received a call stating than an alien probe had just crashed in the Pacific about 20 miles southwest of Hawaii....

I played my first few turns earlier this evening and had the notebook sitting right next to me haha. Gonna work out that stuff tomorrow when I get home from work to have it posted tomorrow night. I know there are definitely a few AARs out there, but I hope I can bring some enjoyment to those that read this. Thanks!!!

It seems Arilias has inspired us both. I am enjoying reading all the aar's out there and this one and Upon a sea of stars are among my favorites, previous to arilias' 1st upon a sea of stars, i didn't give any attention to them (aar's).

Danielost, yeah, I do realize that, we also do have molecular transportation but it only works for particles and even then not always. I should say a viable form of fusion power for private and commercial usage. Thanks for the early comments, the intro to the main story will come tonight

So I'm guessing that's a no. It is still in experimental stages of development.

yup pretty much on both, though we have created fusion to date, too bad it just takes WAY more energy to *make* it than it produces, but that would all be "solved" with quantum technologies, but thats another story LOL OK OK i'm gonna be late to work if I keep writing hahaha

I like your backstory. "Commonweath of Terran States" seems a little forced for a pre-interstellar travel civilization, but there's no serious problems. Watching possible futures unfold is always interesting.

I also look forward to meeting your take on the other Major Races, and to learning about the Cirrians in particular. It looks like you put a lot of thought into this universe, so good luck.

your most welcome, I have really enjoyed reading "Upon A Sea of Stars" and have also noticed some of your other posts throughout the Forum.

In my notes, the original Commonwealth is called the Commonwealth of States, for the various world nations. It was only after the proposal by the Chinese Premier to expand throughout the solar system did it become the Commonwealth of *Terran* States.....after writing last night, there were a few minor additions and changes I would have made, but nothing so serious as to really force a change.

Part II: A History 2117-2225

The crash of the Arcean probe made abundantly clear to the people of Earth (and Luna) of what IS out there, instead of what COULD be out there. After many failed attempts at salvaging the probe’s communication network, scientists at the Aristotle Research Center were able to establish and maintain a link with the Arceans themselves. Although we could not directly communicate with them, as the probe’s communication network was data transmission only, and nor could we understand their language, we did understand that schematics for something were sent back quite well.

It took nearly three weeks for all the information to stop coming over the network after which it promptly died out. All attempts at salvaging the technology for the Commonwealth’s own use have failed.

Twelve years went into the research of trying to decipher just *what* the Arceans had sent Earth in its transmission. Finally, after many late nights, the plans for a giant Stargate that would allow travel between Arcea and Earth were revealed.
The citizens of the CTS were all ready to pour every ounce of their economic and manufacturing might into this effort, but quickly a few issues arose. The schematics were poured over again and again, but once turned on, there didn’t seem to be any way to turn it off, which did not exactly thrill Star Command, and also, it seemed to need a massive amount of energy, but called for the use of fission and raw material energy sources, which seemed silly to the people of Earth, who had fusion under their fingertips.

It was venture capitalist Ronald Huey that made the now most obvious statement “Well, we’ve got the power, we’ve got the material, and we’ve got the drive, so go and just shrink the damn thing already!” and thus Hyperspace technology was born.

And if something had not happened to prevent Earth from launching starships right then, hyperspace technology would never have leaked out and the Terran Commonwealth would be the supreme power in the galaxy…but Fate, as is her want, intervened.

For just over fifty years, the Commonwealth had presided over an united Earth, hunger was eliminated, poverty was mostly under control, and new research into medicines and genetic code were starting to win against disease and maladies. But not all was well in Paradise. Crime syndicates were popular, especially in South America and Asia where the drug trade had thrived for so long. Fanatical religious zealots and anti-Commonwealth terrorists hid in various places around the world, striking when they could.

In Brazil, civil war erupted when the established government refused to recognize a prop nation formed by a coalition of drug warlords. The warlords however, had bribed a great many people in the military and various political offices, and had generous support.

Since Brazil was a Commonwealth member, its internal affairs were of great concern to the Senate. Peacekeeping Forces and Arbitration Advocates were able to force a peace, but the far reaching power and strength of the TCS caused for other splinter groups across the globe to rise up and challenge its superiority. Not since the start of the 21st century had the focus of society dealt so much with terrorism.

The largest blow by the terrorists, eventually headed by a group only known as “High Order”, came when a militia force captured and ravaged Armstrong City on Luna. With Luna’s military assets now under terrorist control (since Armstrong City was its largest and most established port), Earth was forced to put all other prospects aside and confront these actions which threatened to tear the whole Commonwealth apart.

For the next decade small skirmishes were fought between the Commonwealth and the High Order until finally, Commonwealth forces were able to surround Armstrong City. The High Order announced its full surrender….and then detonated a fusion bomb in the center of Armstrong City, obliterating it, the High Order, and a large percentage of the Commonwealth forces. Peace had been achieved, and the Commonwealth maintained, but at a very high cost. Armstrong City was rebuilt, and a large marble statue of Lady Justice stands in the center of a memorial garden as a reminder of the darkness of those days.

For a time, the people of the Commonwealth needed to heal, to learn to trust each other again, and so plans for expanding were put on hold indefinitely, even though the knowledge of other races being out there never once escaped from their minds.

February 27th, 2225 Mauna Kea Observatory, Hawaii

Dr. Landon paced rapidly back and forth in the cramped room shaking his head roughly back and forth, he was talking forcibly but no one else in the room was listening to him, as all were intently staring at their monitors with the information coming in. “No, no, no, no, NO!!! I will NOT wait until tomorrow. YES, I DO realize what time it is, thank you very much miss. Elaine, dammit, I wouldn’t be calling the Secretary if I was just looking at some shooting stars, will you get him on the Net for me….NOW please…” From a terminal in the corner, the new kid, Ryan, Bryan (Dr. Landon never could seem to remember), looked up at met Dr. Landon’s gaze. Poor kid, thought the doctor, probably hates being stuck in this cramped station, wanted to join the Star Command and gets shafted here, oh well, you gotta start somewhere….and Elaine’s voice came back over his Net.

“Finally, thank you very much Elaine. Yes, yes, tell Marcus I said hello…AND Puddles.” and with that Elaine signed off and the Holo projector whirred to life. A second later and the disheveled image of a tall, broad shouldered man in his late thirties, with dark hair just hinting at signs of graying, stood before him.

The man rubbed his eyes, and went from looking like he was half-dead to very alert and Dr. Landon was just slightly intimidated from meeting the man’s eyes.

Clearing his throat Dr. Landon spoke “Mr. Secretary, about forty-two minutes ago, the Hermes Probe that is circling Mercury registered a small solar flare. That sir, isn’t that spectacular, as they happen all the time. What IS an issue, is that the data gathered shows that this is actually just a precursor to a much larger event of a solar release of energy not seen in over ten million years. Mr. Secretary, I must stress the gravity of this. This release of EM energy and radiation will render our communication and electrical networks completely inoperable for days, if not weeks, and Luna sir, well, it stands to be hit by the equivalent of radiation of the Armstrong Bomb.”

The Secretary of State took only a minute to digest the information. In a quiet, but commanding voice, he asked “Ok, so what are our options and when is it going to happen?”

“Well, Mr. Secretary, I can’t give you an exact moment of the solar event, but I can tell you it will be sometime in the next thirty days. I can also tell you that for Luna, the best thing to do is to move everyone temporarily to either Earth or the Far Side, where the radiation levels will be low enough to be blocked by the dome shields. When the event does happen, the Hermes Probe will last about 3 seconds, before it is fried, but at least we will get about a 17hr warning of the event.”

“Thank you, Dr. Landon. Please keep me informed….no matter what time Elaine says it is.” and with a very slight smile and a cordial nod, the image of the Secretary disappeared from the small confines of the command room at Mauna Kea.

Exactly 17hours after the Hermes Probe detected the original flare, as it passed over Earth, a small light began blinking in a dark storage container.

Tinley Park, Illinois
March 9th, 2225

“I bet those scientists don’t even know what the hell they are talking about. I mean, what, it was a week and a half ago when this came on the Net? And look, nada. BIG surprise there.”

Jayson looked over at his buddy, Tristan, who was locked into the Net system currently. Meanwhile, he sat there with his legs dangling off his bed with his cat, Juniper, trying to bat at his feet. “I guess so. But I mean, they did say it could be anytime in a month.”

“Yeah, well y’know what, I bet they are all just really….hey, what the heck?” and Tristan got a very strange look on his face.

Jayson jumped down from his floating bed, sending Juniper running for cover under his cat condo, and went to Tristan’s side to look at the holo monitor. Instead of scandalous pictures of Caity McMillan (who is just, like, the greatest song artist to emerge in y’know, like ever) strange text was flowing rapidly across the screen.

“Well, what the frak is that?”

“I unno, but it sure as hell ain’t Caity’s breasts. Screw this!” and with that Tristan turned off the Net and the images of the strange text disappeared, not to cross his path for another twenty years….

March 14th, 2225
1421 Local Time

“Mr. President, Mr. Secretary, we just lost the Hermes Probe.”

Two Minutes before Solar Event reaches Earth
Executive Manor, Paris, France

“Mr. President!!! The Arcean probe has been ACTIVE sir! Its been hooked into the Net for the past few weeks, sir. Because of the flares we don’t know if its communicating only to the Arceans. And sir…they got the Hyperdrive.”

President looked around the room to the faces of all surrounding him. He could only think of one thing to say.

“Frak.”

The probe tapped in on its own accord, by all accounts after the ending of the original Arcean transmission the probe was completely and utterly dead. It was left however, intact (to which now hindsight proves to be 20/20), and thus was activated when the radiation waves from the first flare hit Earth. Its advanced communication network was able to hack into the Net and send back various data for, the intended target, the Arceans. However, the increased flare activity scrambled the outgoing transmissions into going to EVERYONE that would be listening.

thanks neilo, however, i *believe* he was pointing out a valid point (though minor) and also was using humor, that is, if *I* were to have found that my underlings were stupid enough to have left an alien probe intact and it later send out messages, well, first i'd get a sledge hammer and bust up that probe, and then, i'd take that same sledge hammer and crack open a few heads, with the hope that they may in the future, refrain from such stupid actions

i know what you mean, its easy to get involved in good story telling (lol, im not being egotistical at all haha)

My only request is that ALL readers try to maintain as few critiques of *each other* as possible, as I would like this post to be either 1) the story, AAR itself or 2) comments ABOUT the story

If a reader makes a post that I feel is inappropriate I will politely contact them and ask them to refrain from posting such comments again. Repeated action will be directed to the Forum moderators.

And NO! I don't think this particular case is ANYWHERE near those conditions.

Part III: Aftermath

“Greyson! Greyson! Greyson!” shouted the exuberant crowd that were packed into Trafalgar Square. Commonwealth Secretary of State, Tyler Greyson, looked to his beloved wife Elizabeth, and his two daughters, Isabella and Julianna, who were off to the side of the platform, with a soft smile on his face and a look of hopeful determination in his eyes. Tyler had decided upon running for President in the two minutes before the Flare hit, when President Baruk proved that he wouldn’t be the one to lead the Commonwealth into the future. He also had two other minor goals….to be the youngest Commonwealth president, and to be the first president to walk on another world that was not in visible sight of Earth. So far, his campaign was doing quite well, though it was possibly because Baruk was doing so poorly.

Thankfully, the Department of Commonwealth Affairs managed to avert a worst-case scenario by shutting down the Net and major power networks before the Flare hit, but still, many isolated pockets were affected and other disturbances did occur. The Lunar population had been safely relocated temporarily, with return to the Near Side in just short of a month.

President Baruk however did not fare as well. The Commonwealth Senate, led by Minority leader Daniel Osterheim, called for a special prosecutor to see where the blame fell for the Arcean probe still being active and sending out highly sensitive intelligence before the Flare hit (which effectively fried the probe, but to make sure, it was completely disassembled and melted down, the ability to still operate even after a crash landing outweighed the possible benefits seen its constant research). Also, Baruk failed to see the precarious situation the Commonwealth now found itself in. With hyper drive technology now available to possibly all advanced cultures in the galaxy, it was only a matter of time before one) colonization efforts seriously got under a way and 2) that one of them would come knocking on Earth’s door…and maybe not in a “bringing some apple pie to my new neighbors” kind of way. He had become a recluse, and his poll numbers were showing his inactivity quite visibly.

Greyson quickly distanced himself from the President, though he never once publicly made any negative comment about the President himself, he often would make overtones to the Commonwealth’s lack of future growth and not seizing its potential.

Mouthing a silent “I love you” to his wife, Secretary Greyson turned to the crowd before him.

“My fellow citizens, a hundred and forty years ago the Chinese Premier, Liu Bai, wrote and fought for the passage of the Bai-Young Commonwealth Interplanetary Expansion Bill. Shortly thereafter we colonized Luna. We did it. We made the giant leap that Neil Armstrong had stated over a century prior when he first walked on our moon. And then….we stopped.

We have prospered in the years since, but we suffered greatly too. We lost our brothers, sisters, friends, and strangers that we did not know to a conflict that knew no bounds. We rose yet again from the ashes, intact and more powerful than before only to be handed a blow by Fate. And yet, as I stand before you today, we have risen yet again, even more powerful and united than at any time prior in our history.

And if Fate wishes to keep knocking us down, then so be it, but we shall rise from the ashes stronger and better than before! But my friends, to sit idly by as the universe rushes past us is to invite disaster and for Fate to cast a final roll of her dice.

We must finally reach out to the stars and become what we have always dreamed, and are beginning to know what we can be, a truly great race, that will spread our goodwill, creativity, and compassion, and showcase our stubborn but joyous spirit throughout the galaxy.

It is time to embrace our destiny.”

And the crowd went wild.

“Mr. President, I have those requests you asked for.”

Newly elected President Tyler Greyson politely took the data pad from his secretary and gave him the nod that he was all set. It was a decent winter day in Paris, though Greyson was wishing he could be at home back in South Carolina with his daughters. But thoughts of home quickly turned to the matter at hand.

So Domestic Affairs has allowed for ten districts, though two of which were already being used by the Capital and the Terran Interstellar Starport.

Greyson knew one thing that Earth excelled at, especially the United States and Western Europe where most of the districts were located at anyhow…and that was raw production power. It was what gave the US its edge in every single war since its Civil War onward, and what had allowed the EU to become the most powerful of the nation-states prior to the unification of the Commonwealth.

Greyson sent back his revisions to the proposal, with manufacturing centers in New York, Western Europe, the Western Sahara, the American Plains, and California-Mexico; a vast entertainment complex in the American southeast (which the Walt Disney Company was thrilled to operate) and finally, a food production system that safely used the biodiversity of the Amazon to greatly increase population caps world wide.

He had left the Shanghai District open for now, for future development as warranted and his advisors told him that the India district would be ready for use if the proper terraforming technologies could be utilized.

After closing the Domestic Affairs data pad, he moved on to his next set of pads, all from Terran Star Command. The first one was from Command General Fernando Mariez which stated in a tone that Greyson knew he would have to get used to hearing over the next few months: “Mr. President, with all due respect sir, are you out of your mind? You didn’t just cut the military budget you completely ELIMINATED it. You talked so much about those ugly frakkin aliens being ready to come right up on our doorstep and instead of providing me with the funding to defend against the buggers you leave me hanging pretty dry. I hope sir, that you know what you are doing, but in the meantime I must say that I am unwilling to work for an administration that is obvious in showing its lack of faith in the ability of its military. Best of luck in your presidency, I hope that you don’t cause us all to regret it.”

The next few were more uplifting. Terran Star Command, with its extremely limited budget, was able with the use of Lunar transports and remaining Commonwealth shuttles from the High Order Conflict, to construct three vessels that were now ready for use.

The main, and most important vessel, was the TCV-Discovery, a survey ship with top of the line hyper drive engines and the best sensors currently available. Its commanding officer, Captain Helen Bateman, had been a good friend of his wife Elizabeth when she was back in college and she had proven herself amazingly well time and time again whenever Star Command had called on her. It was just last year that Greyson had presented Bateman with the Commonwealth Badge of Courage for her quick actions saving the lives of every member of a Lunar transport that had lost engine support and was on a collision course into Earth’s atmosphere.

The next most important vessel was the TCV-Amazon, an immensely large colony ship that was packed with over 500 million citizens ready to colonize the next world for the Commonwealth. Commander Reynault l’Pereir was the captain of the vessel and would become the future Governor of the colony it established. While he had never met l’Perier personally, he did have a glowing resume as both a military officer and as a former legislator of France.

Finally, was the TCV-Andes, basically a junker but it will prove most useful nonetheless. A mining vessel, its orders were to set up AMFs (Asteroid Mining Facilities) throughout the Asteroid Belt that would send resources back to Earth for production. Lt. Commander Etu Mambala and Mining Operations Chief First Class Edward Tanner led that operation.

President Greyson set the pads aside and looked out across the Parisian skyline, with the Eiffel Tower still dominating the landscape, and smiled. They were doing it, embracing their destiny.
