Civilization distribution

I think you might have an issue with the distribution of civs.

One sector had 15 or so civs.

Another huge sector had almost none.

What settings are you starting with? Galaxy size, number of planets, civilizations, number of sectors, etc etc. I'm sure the GalCiv wizards will want to know

Here is the setup.

Galaxy Size - Gigantic, Number of sectors - several, Civs - 31, Star Frequency - Common, Civ Proximity - Distant
