XML questions

I was screwing around with endorsements xml and had a few questions for the stardocks guys and anyone else that knows about XML. I am not too experienced with XML aside from messing around with Civ4 files. I wasn't able to find a way to to utilize the mods folder in the game files. I saw no loading options in game and clearly no loading options pre-game(ala Europa Unversalis 3). So I went ahead and backed up my endorsements file and added my creations to it.  I did not mess around with any graphix files leaving them to the NRA(from which i copied and pasted the XML structure). I tried testing it out to no avail.  I suspect the probelm was the game not knowing where to put the extra endorsements on the modern scenario. I did not see any other references to endorsments in the game files, I could be wrong though. So along the the mods folder question, I was wondering if you had any tips on making the extra endorsments fit on the screen, such as scrolling bar or something to that effect. The game does seem very modder friendly though, especially as far as the demographics go. Kudos.

The Mods folder doesn't currently work, but the game automatically creates it as part of the engine.  I would like to implement it when I get the chance.

As far as the endorsements, you can only have as many as there currently are. I hate hardcoding, but we just didn't have time to make some things not hardcoded.  So you could replace the current ones or make your own scenario and create a whole new file.   If I have time to implement the mods folder, I'll see if I can unlimit the number of endorsements.

How about the Issues? I noticed that they do not have the same break up that endorsements do. In fact I can't even find the issues for the scenarios, such as Drengi(no Korath?) and Europa. How can I edit those for a scenario?

A few more notes as I attempt making a scenario. The Improving the economy issue is not listed with the rest of modern issues, I was looking for the tag for an endorsement. I used a few other economic issues as a subsitute. AI's that start in a swing state(Bill Richardson) had a tendency to fly to another state set up a headquaters only to fly back to the home state to upgrade the starting headquaters, I noticed when loading the game and checking on the endorsemets.

The number of Issues should be unlimited.  The issues for the scenarios are in the \Data\English\Maps\ folder corresponding to the scenario name.

The Improving the economy issue is not listed with the rest of modern issues

I'm not sure if that issue comes from the main issues file or the modern scenario file, but it's got to be in one of them.
