You could say that about any sequel to a game. Why did 2k decide not to include the same civs in civ5 as they had in Civ4? From what I've discovered so far, I have no idea how they affect gameplay. However, I do know that having for example some of the endorsements do cause buffs in your state, for example you get better votes if you get the endorsement that supports women.

Well if your interested, I'm working out the populations for each region, but the "electoral votes" will be worked out dependent upon how many constituencies there are in the given region. So similar to the electoral college system which matches the number of congressmen. So by winning a region, you will X number of seats. I've split the country into various regions rather than counties, the problem is that there are far too many counties for a comfortable gameplay, and far too few regions. So I have split several regions. the Only issue I'm really having is that I am limited by the basic shapes that the mapping uses, So I am looking at ways of adding more details. Stardocks previous projects are unique works and should not be used by modders, it is up to stardock to release any maps they have made; And im sure they would prefer me not to break the EULA by distributing their work for free as a Mod. Besides, I have already finished my map of the UK. I am doing countries on their own, as Europe is not a sovereign state, and elections are way too complicated for the current engine.

At the current time there is no way of having more than one Scenario, I am working on it at the moment to see what I can get. So it is recommended you make a backup of any files you are editing or replacing.

I have actually put together a quick program in VB.net that enables you to edit the information directly, and also contains a mod manager, so that people can do things such as download a replacement democrat and a replacement republican party separately, without it overwriting the other party as well. The only thing I Ask of stardock is to add the drop down menu for scenarios from 2008 edition, so that I can add new scenarios rather than replace the existing game info

Ok, Lets deal with adding a new issue into the game. Be aware that adding too many issues to the game, with the limit of 100 points, will spread the views quite thin, so you might end up with all your characters having low views. Also, Only custom characters by default will have views on these topics. The Pre-Made Characters will have no stat on them, you can still give speeches and ads on them, but they will be classed as "no formal view" on the issue. Anyway, lets go: <
