Well to fairly put D.C. in the game would give 3 free votes to the democrat. D.C. is the only statish thing to never vote for any other party but democrat. The tilt in their favor would be so great as to be unfair.
Well Washington was something of a federalist so thus, hes for big government. Democrat. Jefferson was a ron paulish type of limited government guy. So thus, a republican or even libertarian. (even though when he was in charge, he ignored his opinions a little)
