Yes this is annoying bug, all you guys have to do is conquer all "players" even your allies. However you cant attack em, just build 2 maxed influence starbases next to each of their planets and spam few turns, planets will start fallin under your control soon enough :-) I just stuck on last mission which I'm really pissed of
