They've done it to me when I was weak. Even the Altarians have done it in the past before. So, how do I go to them and say "your military is inadequate to defend you. Give us 1000 and we'll make sure you aren't invaded...by us?"

I've got more interesting things to do in my games than stuff around moving population. If i'm going to bother putting people on a transport, then the next stop i make will be an enemy planet. You could drop 1000-2000 troops on the planet and let them knock up all the colonists daughters.

Definately crank up the intel on your adversaries. I set it at beginner, which is still not quite "sits and drools" and I had both the Drengin and Yor thuggin' on me. I eventually attacked one of them, the Yor I think and got a nice scape going. After I got comfortable with the game, I use a large map, 5 AIs, at normal setting and I have the Yor and Drengin thuggin' and eventually one of them, usually the Yor, declare war. In this last game, I smacked the Yor back to their home world

I've only had the game for a week now and I'm loving it so far, but I would have to say that manual could be better. Now, my question. Is it better to develop three worlds as specialized, say a world that is primarily a factory world and it has the manufacturing capital, a world that is primarily a market world w/ a economic capital and a lab world with a tech capital? Is there a benefit to that?
