It means that the game data files that the two of you have do not match. Make sure that you are both using the most recent version of the game, by using Impulse to update. Also make sure that neither of you have modified any of the data files.
Most people who insist on buying from the store have reported finding a copy at their local Target, but the game is going to be available at other stores too (Best Buy, etc...). Isn't there a Target store at or right by the Orlando Fashion Square Mall? You could probably get it there, or you could just buy it directly from us by going here

Since you have Windows XP, click on Start->Run, and then type dxdiag where it says "Open:" and press enter. This will bring up the DirectX Diagnostic Tool. There, you can click on the "Display" tab to get info about your video card (Chip type, memory, etc...)
If you installed via Impulse, the manual is located where the game is installed: "Program Files\Stardock Games\The Political Machine 2008\PM2008Manual.pdf". But yeah, the "Read Manual" button should pull up the file for you. Mullin, can you verify that the file DOES exist on your pc by doing a search for the file "PM2008Manual.pdf"? If you choose the "download + box" option, you get access to download the game now, plus you get mailed a retail box of the game (which has the game on a cd, etc... - like you would get if you went to a store and bought it).

On the "My Games" tab of Impulse, you should see games that you have registration codes for. The games that you have already downloaded will say "Installed" or sometimes "Update Available", and the ones that you can download will say "Available". If you right-click on a game that says "Available" you should be able to select Install. You can also just select the game and press the "Install" button (which is in the lower right-hand corner). Maybe someone should start a thread (hint, hint, nudge nudge) that is similar to a poll where people are asked whether or not they'd like to see the Map Editor become available in a future update. If there is enough demand, we could probably convince the boss to let us put it in. It's kind of un-polished right now, so he'd have to allocate some dev time so we can clean it up a bit first.
