I find that if you build a few massive HQs and HQs in every state you hope to win up to week 20-25, you can get like 1 million per turn, and then fight and win an uphill battle (around week 20 I think I had like 50 EVs) against the opponent by winning endorsements and taking out TV ads late in the game. If you think the Daily Show has some nice satire, you should see what we have in Canada. On Air Farce, people impersonate major political figures (Roger Abbot does a damn good Chretien, Bush). I think the biggest problem would be a terrorist group getting their hands on a nuclear weapon from Russia, Pakistan, or some other country, and detonating it in Israel. Damn, I'm, lucky i live in Canada and Paul Martin's head isn't up Bush's ass (Thank you Chretien for FINALLY doing something right!).
