IconPackager still in registry after uninstall

I have had some problems with IconPackager a while ago, see Link, which I thought I had solved, but seeing SilverBullet38's post in the abovementioned thread made me look into the (appearantly unsolved) problem again.
By the way, if anyone knows how to solve the issue with the icons for html and htm in the thread I mentioned, I would greatly appreciate your help.
As I was searching for why the icons won't change back to firefox, and looking at the registry, I found IconPackager listed under a StarDock folder. Is it normal/usual for IconPackager to remain in the registry after an uninstall? That program has caused me more grief than is necessary and I would love to be utterly rid of it and all its traces.
