I hate to see what bin Laden means by "fair conditions"--I'm sure they wouldn't be verified by an independent international observer.

Besides, we aren't going to negotiate a truce with a tape. Bin Laden will have to present himself for negotiations if he is really serious, which I have no doubt that he is not.

This is a hollow statement at best. As ShadowWar pointed out in his featured article, it's easy to see through his rhetoric and figure out what he's really saying.
Because we all know what a mass murderer and terrorist mastermind is really thinking. Always scheming, always planning, always trying to weasel the advantage from an unsuspecting West. He assumes we're decadent and idolatrous, therefore we won't see what he's really up to.
