No icon package found?

I've had problems with the newer versions of Stardock applications with my Media Center ED 2005 so I'm sticking with older versions. So I'm running IconPackager 2.50 and whenever I try to install a new package I get an error that says No Icon package was found in this file (the link) Please try again with a different package. Well, all packages say this, does anyone know why? It never did this until I upgraded to MCE2005.

IconPackages created with the newer versions of IP, will not work with IP2.5. IP2.5 cannot read the encryption in the newer packs.
