tech improvments

ok, im new at this so forgive me if i sound ignorant, but most of the technology breakthroughs that we have today were made by private companys/NON-govement funded projects (E.G. the Lightbulb), i am suggesting that possibly every now and then, one of your brillant people of your race can come up with a hidden tech idea that will have an important backbone to future development, or possibly if some of the ships that are in combat surrender to you, if you have a survey ship in your fleet, that you will be able to look into the ships systems and possibly discover new tech, im not talking about this happening all the time, just occasionaly.
