locking toolbar

I downloaded the nijikon fetchi theme and have the heavy metal by dangeruss windowblinds applied. I cant seem to lock the toolbar. I can mouse over the start button area and retrieve it. I have right clicked and selected lock, but it keeps disappearing.

is the taskbar set to autohide?
also, check in builder mode = configure desktopX - desktop tab - if hide taskbar is checked, uncheck it.
