need help with bootskins

hi im new , this is my first post,

I just made a bootskin and the preview looks fine, but when the screen comes up while booting, the colors are wrong. The picture is a majority of different shades of yellow and blue with black. When the screen comes up, all of the areas that are supposed to be blue are shades of yellow and overall the picture is very distorted. I used the Stardock bootskin program along with Jasc Paint Shop Pro 9. the color settings are set to 16 colors (4bit) like they are supposed to be and the image size is 640x480. The image is in bitmap form but i still cant figure out whats wrong. Can anyone help me?

If you are using a progress bar and it is not from the 16 colors of the screen image it will cause color problems.
Prog bar size is 22x9 and must be 4 bit bitmap with colors from 16 color palette of screen image.

the progbar is already 22x9 and is also 4bit as is the image

But is it using colors from 16 color palette of screen image. Bootskin can only use 16 colors.

It is set to 16 colors and is displaying colors from the 16 color palette, i know this because i zoomed in and checked.

Checked it how, did you use color picker to make sure the are exact colors from the 16 in screen image. Can't be just any blue because image has a blue in it, as an example. Move the prog bar to another folder. Select skin in bootskin, reboot, if colors are ok then you will know colors in prog bar are wrong.
