Themes are not being applied.

I'm trying to apply a theme (doesn't matter which one) but somehow, the application fails to apply it. I can see it's not even downloading the data as it takes a very short amount of time for it to do that part. Once the "download" is over the theme is selected and Theme Mgr reports that it is in use but no changes occured on the screen.,.. Any thoughts?

Note that this application worked before but for some obscure reason, stopped working. I have tried to uninstall & reinstall some and all of the OD components to no avail already, cleared the registry of the OD entries... etc...
