Political Activist- Someone help Pleeeease!!!

I am a new player and love the game, however how does my opponent attack me with activist right from the begining of the game. How long do I have to wait to get an opportunity to gain one, or is there something i'm missing.

i think there are 2 possibilities
go the the special interest page , buy some political capital and you can hire
an operative , but keep in mind that this will cost stamina
or he found one behind a ?
