Persistant ship designs

I played a game for a few turns, designed a few ships, then Retired. I started a new game using the same race. All of my previous game's ship designs were available in the new game. I didn't check to see if advanced techs were available as I had played very few turns in the previous game.

You are supposed to be able to use your existing ship designs but they won't contain the actual goodies (or aren't supposed to).
