Problem with My Halloween by Xav73

I just downloaded Theme Manager 2.20 so I could use the WoW theme they just released. I decided to try out some of the other theme suites and liked the My Halloween by Xav73. So I downloaded it and installed it. But when I tell it to apply it, it does not apply the bar that shows the Minimize, Maximize and Close buttons. I have no issues loading the WoW one or the MyMatrix2 by Xav73. I tried fiddling with the Sub-Themes in the Visual Styles area and everything I could think of but since I am new to the program didn't take long for me to run out of ideas.

I kept uninstalling programs and installing programs and no matter what I did I couldn't get My Halloween nor MyMatrix to work (I thought it did but I looked closer and it was missing the same things).

I just uninstalled everything, just too many programs that need to be downloaded and installed to do much. Just wasn't worth it since this is a gaming machine and didn't want that many programs to bog down my system. I liked the WoW Theme but it changed some of the icons on webpages themselves and made it to hard to read them. I couldn't get them to go back to their default without switching back to the default theme.
