Task bar won't skin

The theme applied has no effect on my task bar. I have user accounts on my pc. in my account the task bar does not look anything like that of the them applied (looks like the basic windows taskbar) in the other account however, it works just fine...WHY is that?

Could you leave a bit more information?

What version WindowBlinds are we talking about? Are you applying just a WindowBlind skin, or a theme through say Theme Manager?

Are there any setting differences between your account and the other user accounts (especially in the taskbar)?

Some general ideas would be to unload WB > return Windows to the default theme > reboot machine > start WindowBlinds Configuration panel > toggle (deselect, then reselect) any Taskbar related items in the Basic Settings portion of the dialog > try applying the skin.

Just a generic exercise until the issue can be identified.
