Resource in Cross hairs

I saw the AI building two starbases on a resource that was in the crosshairs.... So there were two starbases each in their own square sharing a resource that was in both of the squares...

Is that "legal"?

I had noticed before that you could build two (or more, presumably) star bases in the same square, but I hadn't thought of doing it on a resource, and hadn't realised the AI could/would do it.

Of course, they may not get any additional bonus for it, I don't.

I think they fixed the bug that allow stacked starbases on a resource to both take advantage of that resource...

Are they both building mining modules, or is just one?

When you build a starbase on a resource, the icon for the resource gets moved to the lower right. The AI could have built another starbase right next to it, making it "look" like it was sharing when in fact it was not. Do you think this may have been the case?
