Two Different Problem

The first problem was just a bug when I invaded my neighbor's planet with a starport and I used mini-soldier(who don't love them! ) since it destroy starport while a colony ships was being build which cause it to still underway without starport and I can't click on starport because there is no starport . But I got UNLIMIT COLONY SHIPS .

The second one is lotter bigger. When I used alt to get out of game breifly and come back in game and it crashed lucky I had auto saved on each turn so I load the latest save and I look at the map all of my culture border and effects are GONE! but my range for starships are gone too.

Of course, otherwise I would have no reason to use alt to get out of fullscreen mode then back in.

Well, that is your problem: fullscreen mode doesn't work very well with ALT+TAB (mentionned in some thread). BUT you can used a windowed mode with the size of the window corresponding to your display resolution. So you will have the same effect that fullscreen on the display and being able to use ALT+TAB
