Sure - lets all pay $800 bucks to draw wallpapers. I think not. Paint Shop Pro is woth a look. It does almost everything Photoshop will do and is under $100 dollars last time I checked.

what programs do you use for making perfect image/wallpapers??

Well, that all depends on what type/kind of wallpaper you want to make. For the general 2D designs, any graphic program will do eg. The Gimp, PaintShop, CorelDraw, PhotoShop, etc.
Follow the link provided by Night Train to see a list of other programs you can use to create wallpapers.

If you are a student, you may qualify for a price reduction in CorelDRAW 12 suite (probably around $100 for the current version 12). I believe you just contact them directly and find out whether you qualify.

Not sure what your budget is, but the CorelDRAW 12 suite has a lot of features that could give you a solid set of tools.
