WB 4.3 and Win98

I've got Windows98 and WB 4.3 (can't afford to renew my OD subscription to update to 4.5 at the moment - stupid unemployment)
When I have ObjectBar replace the menus it works as it should, regardless of if WB is running or not. The only difference between WB running and not running is that when it is running and the application window (e.g. mspaint) is moved, the menu reappears overlapping the program in the space where it should be.
Is there any way to make sure that it permanently hides the menus? I've had this problem for ages and just lived with it but it's gotten to the point where I can't stand it anymore! Can anyone help?
