Runtime error

I have an interesting issue. I recently 're-did' my pc to help with performance. I downloaded all the Stardock things you get when you purchase the $50 package. I've used object desktop in the past and never had a problem. Love it actually. But this time however, I was downloading some suites's just fine then all of the sudden I get this runtime error message that was like a page long. Telling me that I have to do something in cmd web.confg in order to see what the actual problem was. From that point on I've been unable to access the wincustomize webpage. It is very wierd.

I'm running: Windows XP pro, spk 2
AMD 2500 athlon processor
ATI 9800xt vid card
1 gig RAM
120 gb hard drive(15% full)

Any answers in this forum??
