The link given doesn't seem to be giving me problems. What does the page display when you click on it?

I just fixed it. It didn't like the registered trademark logo in the file name.

Should I re-upload it? (I've just sumitted new skins where the ® is part of the name, but I can fix that but resubmitting would be necessary).

Yes, if you have upload other files with that character then it would be best if you re uploaded them.
