Windowblinds 4.5 unable to skin console window

Previously in WB 4.4, I'm able to skin the console windows by enabling the option.
Yesterday, I upgraded to WB4.5 and the consoles are no longer skinned, even with that same option checked.
Rebooted a few times, but to no avail....

Anyone know what's going on?

I did a reformat of the harddrive and reinstalled Windows XP SP2
But alas, WB still refuses to skin the command prompt....

Missing dll?

OK, in my frustration, I installed WB on another machine, same OS, WinXP SP2
Hell, the command prompt can be skinned! It's the same skin.

This is getting weird....
