Messy forum with everyone's "My ideas"

Organization. Magic key to get something that doesn't repeat itself like a broken reccord. It's also about not losing the good material that sums it up in two lines under 4 tetrabytes of continual one-sentence propositions and answer without any general coherent system that fits in one, single, post.
I know a forum that has division between all its thread types (economics, pooilitics, interface...) but it may not be the best. Apolyton also did the "List" to put all the ideas so that they are actually readable for Firaxis developers presently on Civ4. But we may not have such a workforce here (and maybe not a use for compilations neither). So what about, maybe, having a sticky thread that simply keeps general SYSTEMS (not untied ideas) so that anyone can get back to it and try to figure out an even better SYSTEM (we're not talking about unlinked ideas here). Or so that someone can discuss without rehashing over and over as much, starting from what is there.
How?
Maybe that another forum for "General systems" could exist. Since general system don't just pop out every single 2 days, it would take only a few persons to manage this and edit their threads (very rarely) to add something. It's not about showing all the 100 different variants or its 1000 possibilities, it's about the outlines which permits others to discuss with an idea of the general picture.
Exemples:
Governments: Up to now, I really saw two general systems, that people are bringing over and over. Sliders, and SMAC/expanded-GalCiv-like. Thus one post, with two sections of two or three paragraphs
Economy: There is one system for interior trading that I know of...
This is only an idea, and needs to be adapted. I just throw this here this morning and I guess it needs some polishing since I didn't thaught exhaustively about it. I'm just interested in how debates can be organized efficiently (Not kidding! I AAMM interested in the formation of debates, rhetoric, etc.). If you have another potentially good way to organize so that we get interesting non-rehashing debates, you may speak
