How I am supposed to used them?

In an event, I get a movie director. He is supposed to cut the production cost of an ad by half. But he doens't appear on a state (he is on the left of the screen) and the costs for ads don't change. What am I supposed to do to be able to launch ads for a reducted price?

He will be on a clipboard in the top left corner. Click on the clipboard to select him, and fly him to the state of your choice. Be careful where you put him, though. Once you place him in a state, you cannot move him to another.
