You realize that according to the article, the governor wants to pay for the increases in medical malpractice thru the general fund. That is not just the HMO's that have to pay then, its every taxpayer in the state.

Yes, and I'm not happy about that aspect of things, but taking the money out of HMO members isn't the answer either. The tax just gets passed along to the HMO members and costs raise for everyone anyway as those not in HMOs watch their rates rise to match the new rates of the HMOs.

The bigger issue here (in my mind) is one of the need to get TORT reform in this country. It's needed on a national level, to get the financial incentive gone from the system so that lawyers aren't out there trying to find new ways to become "the king of torts" and line their pockets while everyone else in the system pay higher prices to make up for it all.
