Making Toolbar Icons

hello, I'm new to making toolbar icons, and I need some help. I currently use Y'z Toolbar, which has major bugs that I cant find a fix to, so I thought I could get it to work with a stable program, like windowblinds (because I'm already using it anyway). I have a really cool toolbar theme made for Y'z Toolbar, however, the toolbar buttons are 48x48 instead of 24x24 (which is the size of most of the windowblinds toolbars I've seen). What I'm asking is, is there a way to create 48x48 toolbar icons for use with Windowblinds.

If not, is there any other program other than Y'z Toolbar that can do this?
