Simple Question but cant fnd the answer

Putting the toolbar on the top like in mac themes. How is this accomplished?

Right click on the toolbar, uncheck the "Lock Taskbar" option, then you can click on the taskbar, hold the left mouse button down, and drag it to either side or the top.you can then lock it again if you want or leave it unlocked.
