Scroll Bar Wont Change

No matter what skin i install on WB, the scroll bar in any program doesnt skin i am using WB 4.3, and have a AMD Athlon XP 2000+ (ashamed of my processor, i know, getting a new one soon)

If I am correct, the free version of WindowBlinds does not skin the scrollbars.
Only the Enhanced (Pay) version has this feature, as well as the ObjectDesktop Version Also.
