Production sharing - suggestion

One of the changes to GC2 that I'm very happy about is the removal of waste production. In GC1 a planet not producing ships was wasted. In GC2 any spare production will be converted into credit for the treasury. I'd like to make some suggestions to enhance this further.
a) efficiency: I'd like to see the efficiency of the conversion change with tech. Add it as a factor which can be chosen as a race bonus or increased through tech research.
b) transfer of production as oppossed to conversion: I'd love to see the ability to transfer production from planet X to Planet Y. Rather than converting spare production into cash, I'd love the ability to set a target planet to transfer spare production to. It would be like planet X was building components for whatever planet Y is building. Similar to caravans concert in CIv, but without the micromanagement. Just give a drop down menu where you choose the destination planet and production is transfered. Obviously there would be an efficiency factor depending on bonuses, tech, and range.
One of the major bonus with this production transfer idea is that it would allow you to create primary production sites where all your major ships are built (almost like super shipyards). It adds strategy and reduces micromanagement at the same time, by letting you focus production and defence ehancements on these crucial sites. There would be no need to have 10 planets building avatars every 10 turns, just have 1 planet building an avatar every turn. It also mimics what happens in real life with major production centres being supplied from surrounding cities, making it a fairly logical change to make.
