Just un-zip (extract) to the Winamp Skins folder and you should be able to change the skin from within Winamp options menu.

.wsz if it's a classical type skin and .wal if it's a modern skin

or just simply drop the .zip into the WinAmp skins folder - WinAmp will pick it up then too
