Plugins Marked As Incompatible?

Upon loading a DesktopX theme named "UniverseMetal DX" I received the following prompt:

Some objects you are loading are marked as incompatible with DesktopX 2:
SDVolumeControl.dll
DXPerf2.dll
DXToys.dll
(you can edit the Black list in Blacklist.ini)
Loading these objects mat cause DesktopX to become unstable.

Ok...What is the Black list and what would I be editing?
