Problems with icons

The icons on my desktop have this jagged white outline around them and the writing is not transparent over the backgrounf wallpaper, but is enclosed in this white rectangle. How do I fix this?

get some icons from some decent artists. the icons you have were not finished properly.

Set your video card to 32bit resolution. Then check your visual effects setting. See this thread https://www.wincustomize.com/Forums.aspx?ForumID=70&AID=59722 This is assuming you're running WinXP.
