I depends on the type of skin. Each skin type is usually for a particular applicaton.

For instance, a WBA file is an WindowBlinds skin and requires the use of the WindowBlinds program.

If you go a specific library category page via a link on the left side of this page, you'll find, at the top of each page, a link with information on the application that is needed for that skin.

Additionally, if you post here what skin you're internested in installing, folks here may be able to help you out with more specific instructions and tips

Yeah, there are some nice screenshots here. You need the programs involved in making the screenshots. Mostly, iconpackager, ObjectDock, sysmetrix, Windowblinds, wallpaper, and maybe DesktopX. The author of the screenshot will normally tell you the skins involved in making the screenshot. Then, you need the programs to apply the skins.
