It's the themexp.org visual style which comes with stylexp I think or it did many years ago.

I don't think it was ever made for WB as it was for StyleXP, but if I remember correctly
isn't there a way for WB to import the StyleXP skins?

Skinstudio can convert the theme to windowblinds very easily.
