What you're pointing to in that screenshot is the regular Windows QuickLaunch bar. Just right-click a blank area on your taskbar, select Toolbars from the menu and select Quick Launch from the submenu. The QuickLaunch bar should now be displayed in your taskbar. Drag whatever shortcuts you want onto it.
