What is this skin?

I think the look of this [https://www.stardock.com/products/skinstudio/sks43/sks43.9.jpg] screenshot is really cool and would like to know how i can achieve the look for my laptop. I have the full Enhanced version of WindowBlinds, but am willing to download other programmes if this is necessary. thanks to anyone who can help in recognising the skin
