Hello,
Sorry to hear you are having issues. I can't reproduce your issue on my system. Need to know few things.
- Windows 11 full version and OS Build number. Please use Winver.exe to get these numbers.
- Do you have any animated wallpaper managers running in the background?
- Do you have any other application that also control how your desktop and explorer work?
