Possible Bug? Constructor for tech resource won't build

Constructor fail

Hello,

Playing Gal Civ 4. 

Have a constructor within range of the technology relic. When I select construct, the mining type star base is not available. 

Is this a logistics issue? Or technology issue? Bug? 

My logistics cap is 90% unused. (Begining of the game).

I believe I have already researched precursor engineering.(Xeno archeology)

Its works as designed.

Relics are not like resources, they are a bonus to global research, finance, production. not minerals used to build things.

tsaveski - As gypsy2299 said, you do not access Relic bonuses by building mining star bases.  You need to select the Communications Starbase. First you have to have started researching the Precursor options on the Blue section (Research Districts) of the Science tech tree to make new Relic Module choices available on the Starbase module menu.  The base level access is the Xeno Archeology Lab. Research more Precursor Tech and additional Relic modules, such as Precursor Studies Center, Ancient Studies Center, ect. - see screen shots below), will appear when you go back to the Communications Starbase.  These are the same for all relic types.

Thank you for the tips and for clearing up the rookie mistake. I guess I am still used to gal civ 3 when you have a mining base.

Thx Sci for going into detail I so seldom use relics and so late in the game when I do, I could not remember all the hoops you needed to jump through to use themO:)
