FPS setting seems to revert as soon as you leave the setting menu

As in title, I can set my FPS to Vsync, or no limit or whatever and I get 200+ FPS, as soon as I exit the settings menu it goes back to a capped 30 FPS. 

Have tried launch options, different resolutions etc
