Start 11 Taskbar in right-docked mode sometimes opens the wrong (or no) app for icon clicked

Click on email icon and it brings an open CMD window to the fton

Starting the first time today, the Start 11 taskbar when right edge docked sometimes opens the an app other than the taskbar icon I selected, For example, the Outlook (Classic) icon brings an open cmd window to the top of the stack of apps.

In other cases, clicking on an app's icon doesn't do anything.

Restarting Explorer corrects the problem for a while, but it soon recurs.
