It says you need Breon's Letters to recruit Level 9 Champion. Researched that a long time ago.

Do you happen to still have a save file, with the bug?
This file will show you all the broken quests I've reported (see Spire quest from yesterday). There's another one I haven't reported that you can find on the map - it's a level 0 Champion that says I need to learn how to recruit Level 0 Champions, but there is no such knowledge that I see and if there was I've researched everything and it should have activated long ago. I was able to get a couple of champions to join my cause from the map during the game, so that feature seems to work. However it sounded like I should be seeing a lot more opportunities to recruit champions from the map.
