How do I downgrade to 3?

I have a license for 3 and I installed 4 not realizing I was going to be charged $40 for the upgrade. Definitely not happy about that, especially since there is effectively no real improvement for my use case. I can't seem to find a download for 3 so I can go back. Is there a download for 3 so I can continue using the product I already paid for?

If there is no improvement for your use case as you don't want / need any of the enhancements, then yes sticking with v3 would make sense for you.

Don't worry we are not forcing v4 on anyone, your v3 will continue to work as it did before and it is downloadable from your store downloads page.
