Emergency Gauss Platform bug

I can't install the emergency gauss platform. It says "Unit slot cost esceeds available planet slots".

I had the same problem problem when playing Exodus on The Front. I had plenty of slots, so that wasn't the issue, but couldn't build. 

 

Testing with Alliance shows the same problem. 

 

Testing with Enclave allows them to be built. Seems like somehow the Pranast United Emergency Gauss Platform has become TEC only. 

 

Unintended patch error?
